Developer needed for web + desktop app project (Tyler)

Need a freelance web developer that also has experience developing small desktop apps.
Web development will include design, brand input and graphics development as well as database driven back end.
Desktop app will provide same functional product as site and must be developed using very secure distribution control.
We are seeking someone to quote this project complete.
