Looking for webdesigner (Toronto)

I’m looking for webdesigner to help me build up a database driven website. Details of the sites:
- Compensation: $500-800
- Contract job but follow-up tasks will be paid on an hourly basis
- Database driven website with lots of tables and forms that allow users to select different options and the table contents will change accordingly (php and mysql programs are needed)
- No fancy layout is needed, but have to be fast even with high traffic
- Need to set up members and PayPal sections
- Password protection on some of the pages
