Web / Graphic Designer With Great Portfolio Needed (Las Vegas)

I need a talented and experienced web designer with a keen eye for design.
I need a very good, professional web site.
My desired web designer should be able to deliver a unique, professional graphical design, custom tailored to my goals (business/social network). I would expect the home page to be a high quality design on par with competitive professional websites. Flash content should be added as well. The site should include drop down menus, online forms, search features, and other common elements that you find in most professional web sites. The site needs to allow for “members” to create their own member pages. The site needs to have a feature that allows members to email each other via the site (only after their free membership portfolio is approved).
I would also expect to receive a Content Management System (CMS) that allows me to update the web site on my own. Search Engine Optimization (SEO) should also be included.
I am speaking with some candidates who are in other locations (even some in China and India in an effort to reduce costs) but I would rather deal with someone local (Vegas).
