Need PHP/Database Development For New Site

I’m looking for a skilled individual with PHP, MYSQL experience to help in developing a small site for me which will feature fiction stories. I have intermediate html, css, and java skills but am helpless when it comes to what I need for this.
I currently have a domain, host, and everything ready for you to get to work on. I would like users to be able to register on the site, submit text documents for approval, and then have the stories searchable by author’s pen names, story titles, and most recently updated stories. I can provide you with a website that is an example of what I’m looking to follow as well as the link to my existing site if needed. I would also like to see a review feature where readers can comment on the stories.
I’m looking for this site to be completed ASAP as I’m already receiving a large number of submissions and some are time sensitive. If you are interested, please reply and let me know approximately how many hours you feel job will take as well as your going rate.
